radiant: rename AppData folder on Windows, also do not mixup with NRC

Configuration is now stored in %AppData%/NetRadiant
instead of %AppData%/NetRadiantSettings on Windows.

It's more consistent with the way of doing things
one windows and it also prevents to conflict with
NetRadiant Custom configuration.
